Mayor Laura Barlond‑Maas told the Council the ordinance includes a penalty section intended to use civil fines to avoid court proceedings and that the City Attorney will consult with Eaton County Prosecutor Doug Lloyd about the proposed fine handling. Police Chief Shawn Garcia questioned why the County would receive the fines under Section 7 – ORV Fund instead of the City; the Mayor and other Council members said they would seek clarification from the City Attorney and County Treasurer’s Office. The Mayor noted that state law caps fines at $500.
