Erie County Council approves budget and administrative ordinances, moves multiple ordinances to second reading
Summary

Erie County Council on June 22 considered and approved multiple ordinances spanning procurement, budget supplements, personnel changes and property sales.
Key outcomes:
- Ordinance 44-2026 (amend Administrative Code to permit an electronic bidding process for competitive bids/RFPs) was amended to shift the effective start date from July 1 to August 1 to allow additional training; the amended ordinance was approved by roll call.
- Ordinance 45-2026 (second 2026 drug and alcohol fund supplemental appropriation of $614,508 from the Pennsylvania Department of Drug and Alcohol) was approved by roll call.
- Ordinance 46-2026 (2026 capital project fund supplemental appropriation of $491,158 from the Erie Regional Library Foundation for renovations) was approved by roll call.
- Ordinance 47-2026 (sixth 2026 general fund supplemental appropriation of $74,082 to create a data governance administrator position in IT) was approved by roll call.
- Ordinance 48-2026 (2026 planning fund revised revenue/expenditures of $74,082 for elimination of GIS administrator position) was approved by roll call.
- Ordinance 50-2026 (appointed official salary for a full-time assistant public defender, as amended) was approved by roll call.
- The council moved multiple items (N–Q), potential sales of repository parcels (unsold property), as a single bundled vote and approved the package by roll call.
- Ordinance 63-2026 (second reading: general fund amendment of $4,158 and waiver of the human resources code to change the starting salary for the director of the Human Relations Commission) passed on final vote 6–1; Councilman Copeland spoke in favor citing the need to fill the position and the council recorded Mr. Bale as the sole no vote.
Several additional first readings and budget items were introduced or read for the first time (ordinances 51–62, 56–57 establishing a revolving loan fund and other line-item changes); those matters were informational and will return for future votes.
Ending: Most ordinances on the agenda were approved or moved forward; the council announced the next regular meeting for July 31, 2026.
