Olivet awards East Street repaving contract to C&D Hughes for up to $99,900

The Olivet City Council on Aug. 12 voted to award a contract to C&D Hughes, Inc., to repave East Street from the fire station to Main Street at a cost not to exceed $99,900.
DPW Director Jerry Staggs presented bid proposals and said engineer Don Heck of Wolverine Engineers recommended C&D Hughes based on experience. Staggs told the council the company would pulverize the existing pavement rather than simply overlaying it, and "the DPW would keep the millings and use them for multiple projects within the City."
Councilors discussed the bid amounts and the lack of a successful Category B Road Grant application for the street. Staggs said waiting for grant funding was not feasible because multiple streets need repaving. The council approved the recommendation on a 6-0 vote (MOTION by Gary Peterson, supported by Larry Marsh).
Staggs also updated the council on chip-seal options for Main Street, reporting a county bid around $53,000 and an estimated $3,000 for Durapatch preparation; he described chip seal and Durapatch as a way to extend pavement life by approximately five years and noted the city would rent equipment and hire the county to paint road lines while the DPW would paint parking spaces.
