Council rejects low bid then awards Niles History Center grounds contract to MAAC

The Niles City Council on Sept. 23 rejected a low bid for grounds maintenance at the Niles History Center and Street Department, then voted to award the three-year contract to MAAC of Niles for $28,428.
Councilmember Michael Thompson moved to accept a $27,600 three-year bid from Affordable Lawncare Solutions ( $9,200 annually), seconded by Councilmember John DiCostanzo; that motion failed when only two council members voted in favor (Councilmembers Charlie McAfee and William Weimer) and six voted against. After the initial defeat, Councilmember Gretchen Bertschy moved, with Amanda Dunnem seconding, to accept a $28,428 bid from MAAC of Niles; the motion passed on roll call with all members recorded as voting in favor.
Mark Schlutt of MAAC Properties had spoken earlier in public comment asking the council to consider his company for maintenance of Chapin Mansion even though his bid was not the lowest. The council did not provide additional public explanation on record for preferring MAAC’s higher bid over the low bidder.
The contract covers grounds maintenance services at the Niles History Center and the Street Department and will be charged to the respective contractual services budgets; the mayor and city attorney were authorized to finalize the necessary documents.
The decision follows other routine procurement approvals in the same meeting and closes the procurement for these two city properties.
