Shrewsbury board adopts tentative $13.2 million budget, approves tuition rates and capital withdrawals

The Shrewsbury Borough School District Board of Education voted March 19 to adopt a tentative FY2025–26 budget of $13,199,654 and to submit it to the Executive County Superintendent for review. The motion, brought forward by Finance Committee lead Mr. Ngo and seconded by Mr. Galvin, passed in the board’s roll call with the meeting recording seven members voting in favor and two absent.
The budget documents filed at the meeting show total expenditures of $13,199,654, anticipated revenues of $2,166,368 and taxes to be raised of $11,033,286. The board also approved a line-item adjustment of $51,166 to cover increased health benefit premiums and set a public hearing on the tentative budget for April 30, 2025 at 7:00 p.m. at Shrewsbury Borough School.
In related finance actions, the board authorized a withdrawal of $551,000 from Capital Reserve for partial roof repair, network fiber replacement, a camera system upgrade and front bell entrance restoration, and approved an $80,000 withdrawal from Maintenance Reserve for required facility maintenance. The board also set the maximum travel and related expense reimbursement for the 2025–26 year at $6,500, in accordance with N.J.A.C. 6A:23A-7.3 et seq.
The meeting recorded the board’s approval of 2025–26 tuition rates: Preschool $11,000; Kindergarten $18,119; Grades 1–5 $19,052; Grades 6–8 $20,619; Preschool Disabled (full-time) $34,607. The board accepted several gifts and grants: $100,000 from Senator Vince Gopal’s office earmarked for mental health services, a $413 donation from the Shrewsbury Parent Teacher Group to support a Washington, D.C. trip, and an anonymous $40,975.15 donation to fund a new gymnasium sound system.
The board approved the placement of Student #7111 at Rugby School at a rate of $425.20 per day effective on or about May 1, 2025, and approved the bills list for the month with checks issued totaling $1,635,278.61. Payroll certifications for February were recorded at $288,451.69 (Feb. 14) and $292,159.80 (Feb. 28), as attested by the School Business Administrator/Board Secretary under N.J.S.A. 18A:19-1B.
What happens next: the tentative budget will be submitted to the Executive County Superintendent for approval and is subject to the public hearing on April 30, 2025. Any final budget adoption will follow the state review process and the outcome of that public hearing.
