Council approves parking changes and sidewalk replacement with The University of Olivet to share costs

The Olivet City Council on Oct. 14 approved changes to on-street parking near several crosswalks and a sidewalk replacement on Cottage Street in front of Blair Hall, actions intended to improve pedestrian safety and clarify Campus Safety parking.
Commissioner Joseph Davis presented maps that identified parking spaces near crosswalks and proposed removing or altering certain spaces. Police Chief Shawn Garcia and DPW Director Jerry Staggs recommended engineering proposals and signage changes to allow for enforceable restrictions; Staggs and Garcia have solicited traffic-engineering proposals from Fleis & Vandenbrink and Wolverine Engineers. The council authorized the DPW to alter the parking spaces as presented and asked The University of Olivet about the preferred location for a Campus Safety parking space for daytime use (not overnight Nov. 1–Apr. 1). The motion passed 6–0.
On the sidewalk project, Staggs presented two quotes: Xact Excavating for $1,900 (includes two additional slabs and topsoil/seed/straw) and D&J Excavating for $2,116. Council hired Xact Excavating to replace the sidewalk, with The University of Olivet to pay half the cost within three years; work and payment terms were clarified in discussion.
Councilmembers asked the university’s administration (including Vice President & CFO Mark DeRuiter and other staff) to confirm their preferred Campus Safety parking location and to acknowledge the cost-share arrangement for the Blair Hall sidewalk. The DPW will procure correct signage and perform follow-up to ensure enforceability once locations are finalized.
What happens next: DPW will proceed with parking markings and procure signage; Xact Excavating will schedule the sidewalk replacement under the approved quote, and City staff will coordinate The University’s contribution.
