Shrewsbury school board elects officers, adopts procedural and financial authorizations

At its Jan. 7 re-organization meeting the Shrewsbury Borough School District certified election results, swore in three elected members, elected Jessica Groom president and Heather Gourley-Thompson vice president, and approved a block of procedural resolutions and account authorizations by a 6–0 vote; public comment was none.
The Shrewsbury Borough School District board on Jan. 7 certified the results of the Nov. 5, 2024 school election, administered oaths to three newly elected board members and reorganized its leadership and administrative procedures.
In the meeting called to order at 6:41 p.m., the board secretary read the official election tally: Danae McCullough 1,405 votes; David Ngo 1,389; Michael Galvin 1,341; write-ins 39. The three were sworn in to three-year terms.
Nominations for board president produced a motion by Carolyn Barber, seconded by David Ngo, to elect Jessica Groom. On a roll call vote, Groom was elected president with six yes votes; three members were absent. Following the vote, President Jessica Groom assumed the chair. The board then nominated and elected Heather Gourley-Thompson as vice president by voice vote.
The board approved a single motion to adopt a package of organizational items (7.1–7.6) including: designation of the Asbury Park Press as the district's official newspaper (with the Star-Ledger as an alternate); adoption of Robert's Rules of Order as the parliamentary authority; reaffirmation of existing board policies and regulations; a resolution addressing invocation of the Doctrine of Necessity consistent with guidance from the School Ethics Commission (Public Advisory Opinion A03-98); designation of TD Bank and the New Jersey Asset & Rebate Management Program (NJ/ARM) as district depositories and related transaction authorities; and a schedule of authorized signatories for district accounts (including facsimile signing arrangements for the treasurer and board officers). The motion to approve items 7.1 through 7.6 was made by Carolyn Barber and seconded by David Ngo; the roll call showed six yes votes, zero no votes and three absent members, and the motion passed.
The board recessed the formal agenda for the public participation portion; no members of the public stepped forward to speak. The meeting adjourned at 6:51 p.m. on a motion by Carolyn Barber, seconded by Jessica Groom; the voice vote was recorded as six ayes and three absent.
By the end of the meeting the board had completed its organizational business: certifying election results, swearing in new members, electing officers and approving routine administrative and financial authorizations to support district operations for the 2024–2025 school year.
