Shrewsbury Borough School District board approves plans, accepts $100,000 for student mental health

The Shrewsbury Borough School District Board of Education on Sept. 25 approved a slate of routine administrative plans and personnel actions and accepted $100,000 in additional state aid designated for student mental health services.
Board President Ms. Groom called the meeting to order at 6:35 p.m. and the board briefly met in closed executive session before reconvening at 7:03 p.m. Superintendent Mr. MacConnell reported on the start of the school year and listed upcoming events and calendar items, and the board approved the District Mentoring Plan, the District Professional Development Plan and the District Testing Calendar for 2024–25. The board also received the HIB report for September 2024, which showed zero incidents.
On finance, the board approved payroll for August 2024 totaling $124,140.31 and a September bills list of $2,651,429.52; the Board Secretary, Lindsey Case, certified that no budgetary line item was overexpended and the board recorded the required certifications under NJAC 6A:20-2.13 and N.J.S.A. 18A:22-8/8.1.
The board voted to accept additional funds for the New Jersey Learning Acceleration Program: High-Impact Tutoring Grant (NGO #24-AB01-H02) for an extended grant term through June 30, 2025, and to accept additional state aid in the amount of $100,000 for the 2024–2025 school year pursuant to the FY25 Appropriations Act (PL.2024, c.22), with the appropriation identified for Student Mental Health Service.
Other approvals included submission of the Paraprofessional Statement of Assurance to the County Office, a resolution declaring obsolete books surplus for offer to other public entities, a listed assistive-technology service contract (Student #5981) with Adam Krass Consulting, LLC at $170/hour, and reimbursements from the Foundation for Shrewsbury for several instructional resources totaling the amounts listed in the agenda.
The Curriculum & Instruction committee’s recommended professional development requests were approved, as were field trips for Grade 4 (New Jersey Sea Grant Consortium at Sandy Hook on Oct. 7) and Grade 1 (Delicious Orchards on Oct. 24) with transportation costs shown. The Personnel committee’s recommended hires, leave approvals and extracurricular stipends were adopted, including the appointment of Charles Eibeler as a long-term substitute Health/Physical Education teacher and an extended maternity leave for Anne Frankel from Dec. 1, 2024, through May 15, 2025.
The board adopted several policy updates from Policy Alert 233 (second reading and adoption) and approved Regulation 9130.1 Communication Plan (first and second reading and adoption) as listed on the agenda.
All listed agenda approvals passed on voice vote with five members voting yes and four members absent. Board members present for votes were Ms. Groom (president), Mr. Galvin, Ms. McCullough, Ms. Moore and Mr. Ngo.
During public comment, a resident, K. Spitalle, asked why seats are open; Ms. Groom and Mr. Ngo replied that seats are three-year terms and that three vacancies will appear on the November ballot. The board adjourned at 7:26 p.m.
