Council advances Little Italy Marketplace plaza project, approves TAP Inc. subrecipient agreement and SEQRA lead-agency declaration

The Troy City Council finance committee unanimously approved two resolutions that move the Little Italy Marketplace plaza project forward.
Resolution 160 authorizes the mayor to enter a subrecipient agreement with TAP Inc., allowing TAP to serve as the HUD Community Project funding recipient for construction of a community plaza at the historic Little Italy Marketplace. Council discussion noted that TAP will administer the grant, take a modest administration fee and has already performed some work on the project. Resolution 160 passed by unanimous vote.
Resolution 161 declares the Troy City Council to be the lead agency for environmental review under the state environmental quality review act for the proposed redevelopment of the Little Italy Marketplace (tax parcel 101.69-12 D1 between Liberty and Washington streets). Council member McLaren asked for the environmental-review materials prepared by LaBella Associates to be provided to the council prior to the next meeting; staff said those materials will be circulated.
Community advocates spoke in support: a letter from the Little Italy Quality of Life Committee — read on their behalf by a committee member in council — described the project as “transformational” for the neighborhood and thanked city officials and partners (including TAP Inc. and LaBella Associates) for their work. Council members expressed support and the measures passed unanimously.
Next steps
Staff will circulate the environmental-review materials referenced by council members and proceed with the SEQRA process as the lead agency. The subrecipient agreement enables the city to access HUD Community Project funding through TAP Inc. as the recipient.
