The Troy City Council Finance Committee on Feb. 20 adopted a series of ordinances and resolutions, nearly all by unanimous voice vote, covering grant acceptance, budget amendments, property sales, commemorations and routine appointments.
Key approvals and procedural actions: Ordinance 6 amended the 2025 miscellaneous special revenue fund to accept grant funding from the Division of Criminal Justice Services for a gun-involved violence elimination program; Ordinances 7–10 amended special grants budgets and authorized the sale of certain city-owned parcels. The committee also introduced Ordinance 11 (zoning change for 74 New Turnpike Road) for introduction only and set a public hearing for March 6 at 6:30 p.m. (noticed as required), after which the ordinance will return to Finance for action.
Resolutions adopted: The committee approved (by unanimous votes) a memorandum of agreement to share household hazardous waste collection and disposal services with Rensselaer County and the town of Bethlehem (Resolution 11), a commemorative lane designation for the Insulin House (Resolution 12), two Stop DWI enforcement agreements with Rensselaer County (Resolution 13), a commendation for the Troy division of the Ancient Order of Hibernians (Resolution 14), a SEQRA negative declaration for the Little Italy Marketplace redevelopment project (Resolution 18), and appointing Commissioners of Deeds (Resolutions 15 and 16). Those two appointment resolutions were later ratified at a special meeting, each passing by a recorded vote of 7–0.
Staffing and operational notes: During discussion of the household hazardous waste MOA, a staff member said the city’s recycling department position is posted, that prior interviews "did not work out," and that the city is "very eager to fill that position." Council members estimated the vacancy could be about six to eight months. For the Stop DWI agreements, staff clarified that the program is annual and that some listed dates had already passed because the city tracks hours and submits them for reimbursement after participation.
Public comment and other business: Resident Erica Butler urged repairs to a stretch of road (from 14 Grace Court to the shooting range) she says has developed severe potholes; a resident named Mark asked for more timely fiscal reporting from the city controller for the prior year.
All motions recorded during the meeting passed without recorded opposition.
