The Troy City Council finance committee voted Jan. 23 to authorize the mayor to enter into a memorandum of agreement with the Saratoga County Animal Shelter to provide animal-sheltering and adoption services.
Councilmembers said the arrangement grew from challenges the city faced when another nonprofit—referred to in the discussion as the Mohawk Hudson Humane Society—was not taking animals. The planned memorandum reestablishes a partnership in which Troy will house strays temporarily, provide vaccinations and basic care, and Saratoga County Animal Shelter will accept animals for adoption subject to available space and a set of standard exclusions.
Council and staff discussed common exclusions in such agreements: the partner shelter typically will not accept dangerous-dog cases or animals needing rabies-confinement; those animals would remain in the city's temporary facility until confinement is complete or the shelter can verify vaccinations. Staff noted the new agreement closely resembles the prior year’s contract, with modest price increases and some additional exclusion language.
Council praised the city clerk, general services staff and nonprofit partners for responding to a recent animal-sheltering crisis and described plans to expand the temporary shelter’s size and facilities (ventilation, drainage) at the same site.
The resolution was moved, seconded and adopted unanimously.
