Ordinance to license sexually oriented businesses fails on first reading after public opposition

Council recorded votes showed Councilman Edward Campbell and Councilwoman Carla Taylor voting yes, while Councilwoman Jacqueline Gore and Mayor Pro Tem John David voted no. Attorney Bill Monckton urged the council not to support the ordinance, saying "this ordinance is nothing more than trying to put this business out of business" and asked the council to deny it.
Public commenters also raised concerns about deed-restriction enforcement and business impacts during the meeting’s public-comment period. The council did not schedule another reading of Ordinance No.4-2026 during the April 13 session.
