STARS organizer asks Atlantic Beach council for help with March dune restoration

Jay Devine, who identified himself as an organizer with STARS, used the public-comment period at the Feb. 9 Town Council meeting to invite residents and the council to a community dune restoration event planned for March 7, 2026.
"We are doing a new restoration ... we are going to start at 9 a.m.," Devine said, describing a day of planting native species with volunteers and partners including the South Carolina Native Plant Society. He said the event will run from 9 a.m. to 3 p.m., will include lunch and volunteer T-shirts, and that the group hopes to secure a recurring grant to continue the work annually.
Devine asked the council and administration for in-kind support and for a councilmember to welcome volunteers and visitors. Mayor Pro Tem John David asked Devine to put a proposal in writing and submit it to Town Hall; Devine said he would deliver that proposal before the end of the week.
Councilwoman Jacqueline Gore suggested Devine check whether local correctional-facility greenhouse donations might provide plants, and Councilwoman Carla Taylor noted the value of community stewardship while pointing to the need for staff coordination. Devine said the project is grassroots and grew out of STARS' formation after a prior development dispute.
The council did not take immediate action at the meeting; Mayor Pro Tem David asked staff to review any written proposal Devine submits so the council can consider specific in-kind supports or logistical assistance.
