Staff described proposed street types and said certain low‑impact home businesses — for example, converting a garage to a minor home business — would be permitted while traditional restaurants, bars and formal retail would be limited to corner locations. Special permits would be required in some locations, and staff said they may adjust size thresholds (a 150‑square‑foot lower threshold was discussed) and the percentage of a structure allowed for commercial use.
Board members asked how business sizes would be regulated and suggested graduated thresholds rather than a one‑size rule. Floriana FitzGerald asked about business sizes and public involvement; staff proposed holding public input meetings, including at Conte, and obtaining Zoning Board of Appeals feedback before a joint petition to City Council. Staff said part of the petition will address certified mailing requirements implemented after a cell tower controversy and that they will circulate a draft list of uses that may require certified mailings.
No formal vote was taken. Staff said the Westside code is close to being ready for a City Council petition pending public input and sign‑off from the CDB and ZBA.
