Old Tappan council adopts three ordinances, confirms appointments and backs Eagle Scout flag-retirement project

The Borough of Old Tappan Mayor and Council met Feb. 18, 2025, and approved three ordinances, confirmed several appointments and agreed to sponsor a local Eagle Scout’s retired-flag collection project.
Council adopted Ordinance 1271 D-25, which repeals and replaces the borough’s facilities-usage policy, on its second and final reading. The council also adopted Ordinance 1272 D-25 amending the borough’s length-of-service award program schedule, and Ordinance 1273 D-25 amending recreation program fees. Each measure passed by unanimous roll call.
Why it matters: the ordinances update how residents and organizations use borough facilities, adjust the municipal length-of-service awards program and change recreation fees used to operate local programs.
The meeting also confirmed municipal appointments. Council voted to appoint Francois C. as the new accounts-payable clerk and approved Mayor Gallagher’s recommendation of David Yun to the Recreation Commission to fill an unexpired term ending Dec. 31, 2026. The council approved Eva Sak for an unexpired three-year term on the Arts and Entertainment Committee.
Council President Boyce moved to sponsor Jackson Weaver’s Eagle Scout project to place a retired-flag drop box at the borough recycling area; the motion was seconded and approved. Weaver told the council he aims to have the collection box ready to accept flags by Flag Day on June 14, 2025.
A consent resolution passed that included routine business items: payments and claims, a 2024 budget-appropriation transfer, a 2025 property-tax overpayment refund, award of a contract to Wasson Golf Design for golf-course bunker renovations, a recreation grant for Stone Point Park exercise stations, and a Verizon New Jersey pole-attachment agreement.
The council set a public hearing date for Ordinance 1274 D-25 (a proposed snow-removal chapter) on March 3, 2025, after introducing the measure on first reading. Council discussed hardship exceptions and posting guidance for residents who may need assistance with snow removal.
The meeting ended after public comments from the Old Tappan Youth Council and veterans-committee members.
