River Ridge board accepts audited report, flags budget variances and approves storm cleanup contract

The board ratified Resolution 2024-05A accepting the audited financial report for the fiscal year ended Sept. 30, 2023, reviewed unaudited statements for Sept. 30, 2024 and identified several budget variances requiring invoice follow-up, and approved a one-time $1,475 street-sweeping storm clean-up payment with authorization for additional week-to-week cleanings.
Mrs. Adams presented and the board ratified Resolution 2024-05A accepting the audited financial report for the fiscal year ended Sept. 30, 2023.
The board also reviewed unaudited financial statements as of Sept. 30, 2024. Mrs. Adams identified apparent misallocations and variances: General Fund "Engineering" at 209% of budget (suggesting some expenses that should be in Special Revenue may have been included), "Contingencies" at 421% because $4,209 appears to belong under "Other contractual" as landscaping, and a General Fund "NPDES reporting filing" item of $19,805 equating to 152% of budget. Mr. Adams said he will search preliminary expenses for Series 2022A Note discrepancies of $8,672 and Corporate was asked to provide copies of paid invoices so the ledger can be reconciled.
Separately, the board approved an emergency Precision Cleaning, Inc. proposal for street sweeping related to storm cleanup. Mr. Willis reported eight loads of debris and eight passes through the district; on motion by Kurt Blumenthal and seconded by Terry Mountford, the board approved a one-time payment of $1,475 and authorized staff to add additional week-to-week cleanings for the next month if necessary.
The board also approved the Aug. 27, 2024 public hearing and regular meeting minutes as amended. The board rescheduled the Nov. 12 meeting to Nov. 19, 2024.
