River Ridge CDD approves goals and performance measures to comply with HB7013

District Counsel and District Management briefed the River Ridge Board on HB7013, new state legislation that requires special districts to adopt annual goals, objectives and performance measures; the Board approved an initial set of categories and measures at the Aug. 27 meeting.
Mrs. Adams, Mr. Pires and Mr. Adams explained that the law obligates special districts to establish and report annual goals and to develop performance measures and standards to assess achievement of those goals. District staff and counsel proposed general performance measures organized under three categories: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a unanimous motion.
The initial report is due Dec. 1, 2025 and must be posted on the district website; staff added that task to the Key Activity Dates list for follow-up.
