River Ridge board appoints Keith Merrill and adopts resolution electing officers

The River Ridge Community Development District board unanimously appointed resident Keith Merrill to fill the Seat 1 vacancy at its Oct. 22 meeting. Chair Bob Schultz nominated Merrill; the motion was made by Schultz and seconded by Robert Twombly and passed "with all in favor." Mrs. Adams, acting as a notary, administered the Oath of Office to Merrill.
Following the appointment, Mrs. Adams and District Counsel Tony Pires reviewed obligations associated with service on the CDD board, including required ethics training, Form 1 filing, the Sunshine Amendment, public-records obligations, and Form 8B conflict disclosures.
The board then considered Resolution 2025-01, which elects and removes officers of the district. Kurt Blumenthal nominated the slate: Bob Schultz as Chair; Terry Mountford as Vice Chair; Kurt Blumenthal, Robert Twombly and Keith Merrill as Assistant Secretaries. The resolution removes James Gilman from his officer role and left prior appointments for the district manager, treasurer and assistant treasurer in place. On motion by Blumenthal, seconded by Mountford, the board adopted the resolution "with all in favor."
The board did not discuss compensation changes; Mrs. Adams indicated the board will receive guidance about required training and filing deadlines at upcoming meetings.
