Resident reports water intrusion, asks CDD and HOA to coordinate drainage fixes

Lynda Sorensen, an Oak Run resident, told the River Ridge Community Development District board on Oct. 22 that water intrusion and unusually high moisture under her slab have buckled wood flooring at her home at 27123 Sound Way.
She said inspections found no plumbing or HVAC leaks and identified a floor-warranty issue; a leak-detection specialist measured very high moisture levels in the concrete slab. Sorensen said heavy rainfall and ponded water behind her unit submerged underground downspouts and that a foundation specialist recommended perimeter drain tiles and downspout extensions of 5 to 10 feet.
“[The] underground downspouts were submerged in water,” Sorensen said, and asked for help getting the downspouts farther from the home and for drain tiles to be installed.
Chair Bob Schultz and staff discussed jurisdictional responsibility. Schultz said some ponding may fall under River Ridge’s purview but that installation of drain tiles is most likely an HOA matter. Mrs. Adams reiterated that drain tiles are an HOA responsibility, and the resident said she brought the issue to the HOA and hopes the CDD and HOA can find an innovative solution.
District Engineer Charlie Krebs explained that drainage was not installed at the site originally because it was an indigenous preserve and protected by zoning; after rezoning the area is Club land and not part of the water-management system. Operations Manager Shane Willis asked whether the source of the water had been identified; Sorensen said no definitive cause was found and suspected excessive ground moisture.
The board did not take formal action at the meeting. Sorensen asked that the CDD and HOA determine a coordinated approach to reduce ponding and mitigate further damage to homes.
