North Royalton council appoints Ed Cyngier to fill Ward 6 vacancy

Council President Paul Marnecheck called the meeting to order at 5:40 p.m. at North Royalton City Hall and the clerk read the meeting notice and attendance. Councilmembers Paul Marnecheck, Matt Coleman, Gary Petrusky, Sarah Wojslaw and Kaylee Green were present; Mary Gorjanc was excused.
The stated purpose of the special meeting, read aloud by Clerk of Council Milen Dunlap, was to hold an executive session under Ohio Revised Code section 121.22(G)(1) to consider appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee or official and to choose from among qualified candidates to fill the Ward 6 vacancy.
The council recessed into executive session at 5:43 p.m. and reconvened at 6:00 p.m. After the executive session, President Marnecheck asked the clerk to poll each councilmember by name. The council required at least four affirmative votes to appoint a candidate.
By roll call, Marnecheck, Coleman, Petrusky, Wojslaw and Green each stated their choice as Ed Cyngier. Mr. Marnecheck then announced: "Mr. Ed Cyngier [is] the new Ward 6 Council Representative," and congratulated him. Marnecheck also thanked the other applicant, identified in the record only as Mr. Lloyd, and said he hoped Mr. Lloyd would remain engaged in the community.
The meeting concluded with a motion to adjourn, which carried by the same five attending councilmembers; the special meeting was adjourned at 6:02 p.m.
The record shows the council followed the executive-session procedure cited in ORC 121.22(G)(1) and used a public roll call after reconvening to record each councilmember's appointment choice. The transcript contains a minor inconsistency in how one roll call is written elsewhere in the minutes (a different set of surnames appears in one roll-call line); that discrepancy is noted in the meeting minutes and is reflected in the audit below.
