The board authorized Amendment No. 1 to the rock‑crushing services contract (Procurement No. 2026‑134‑PR) with Subert Excavator, increasing the contract amount by $20,146.46 to a revised total of $31,146.64, and authorized the chair to sign the amendment on behalf of Morrow County. The amendment, presented during the consent agenda, was described by staff as matching an arrangement in which the landowner accepted crushed rock in lieu of a cash payment, which increased the contractor’s bid and required a contract change order. The motion passed on a voice vote.
Public Works Deputy Director Rory Roulette briefed the board on roadwork tied to the contract, saying crews completed crushing for the fiscal year at multiple pits and that additional crushing (about 26,000 tons) is being scheduled. Roulette also reported recent chip‑seal projects and normal transfer‑station operations.
The board then considered a legal process to vacate a section of Spur Loop Road that had been replaced by a newly dedicated alignment. Roulette said the vacated segment was no longer needed now that the new dedication is recorded. Commissioners discussed wanting legal signoff on some documents before final recording but approved the vacation by voice vote.
The board handled both items as part of routine consent and business actions; no member requested that either item be pulled for additional review. The chair signed the amendment and the road‑vacation action will be recorded per county practice.
