Old Tappan discusses $1.5M streetscape grant opportunity and introduces three ordinances on first reading

Council reported on a competitive federal/state streetscape grant (up to $1.5 million) to improve downtown safety and aesthetics and introduced ordinances 1271 (facilities usage policy), 1272 (length-of-service award amendment) and 1273 (recreation fees) on first reading for final consideration Feb. 18, 2025.
Borough officials on Feb. 3 told the Council they had an initial remote meeting with state and federal grant staff about a competitive streetscape program that could provide up to $1.5 million for downtown improvements including sidewalks, lighting, ADA work and streetscape enhancements.
Borough Administrator Anna said the application round has a tight deadline (late March for this cycle), that the program is competitive, and that the borough’s engineer and grant writer will prepare preliminary drawings and application materials. She noted that because sections of the downtown are on county roads the county will need to agree to parts of any design and that property-owner endorsements would strengthen an application.
Separately during the meeting the council introduced three ordinances on first reading: Ordinance 1271 d25 (facilities usage policy, which shifts some administrative authority to the recreation director and borough administrator), Ordinance 1272 d25 (amending the length-of-service award schedule) and Ordinance 1273 d25 (amending recreation program fees). Each was scheduled for final passage and public hearing on Feb. 18, 2025 at 7:30 p.m.
Council members said they will continue to refine the facilities-usage language, ensure compliance with Green Acres constraints where applicable, and prepare necessary public notices for the ordinance hearings.
