Gordonsville council approves 2026/27 budget ordinance on first reading with funding contingencies

The Gordonsville Town Council on May 11 approved on first reading Ordinance 2026-05-11, the town's annual budget for fiscal year 2026/2027, with a set of amendments and contingencies that change several capital and personnel line items. Councilman Shane Robinson moved to accept the ordinance; Councilman Pierce seconded. The motion carried on a roll call vote with four Yeas and one absence.
The ordinance as approved on first reading instructs staff to add $10,000'$12,000 to the capital budget for a radio repeater installation, reduce the Civic Center rehabilitation projection to $5,000, remove Hickman Highway from the proposed paving schedule, and include a 2.5% raise for all employees with possible provisions from a recently completed pay study. The council also directed that reasonable dollar amounts be added for shades over park slides and a fence around the playground area, if applicable, pending estimates.
City Recorder Michael Ray brought the ordinance forward after the council concluded there would be no additional budget workshops. Steve Thompson of BTA Consulting reviewed a pay study during the preceding workshop; the council took the study under advisement and did not adopt changes beyond the 2.5% raise at this meeting.
The first-reading action is procedural: the council approved the ordinance text and contingencies to be included in the next budget document step. The motion was recorded as follows: Vice-Mayor Williams Yea; Councilwoman Bates Absent; Councilman Pierce Yea; Councilman Robinson Yea; Councilman Smith Yea. The council did not finalize the budget at second reading or adoption at this session.
The council adjourned at 7:48 p.m. after routine reports; further budget action will appear on a future agenda if additional refinements are required.
