Ross County commissioners approve bills, add $100,000 to Jackson Streetscape and hear project updates

The board voted to approve weekly bills totaling $3,163,970.44, a package that included a SEFCO invoice and ACTP grant draws. The chair moved the bill approval; the motion was seconded and commissioners voted in favor. No roll-call tally was provided in the public record.
Planning and development staff asked the commissioners to sign an ACG project agreement to award an additional $100,000 to the Jackson Streetscape project. The board approved the $100,000 amendment after discussion of scope and funding, with staff noting the extra award would allow some previously value‑engineered items to be added back into the scope.
Staff also updated the board on several ongoing capital projects and facilities work. John, who presented the ECGP status update, said 16 of 27 project reports remain outstanding ahead of a state meeting but that three projects are now complete and closeout work will be prioritized. He reported Paint Creek is about 60% complete and Bainbridge about 45% complete and said sidewalk work at the Maple and Main (U.S. 50) intersection will be added to fill a previously designed gap.
Andy, who led the county's IT briefing, said the county has ordered a replacement file server and a camera server and is continuing email‑security work while tracking phishing and credential‑theft attempts. He emphasized user training completion as a mitigation measure: "We had a soft deadline on July 1. 57% of everyone's completed," he said, adding that completion among management was lower.
On sewer infrastructure, staff described smoke testing that identified infiltration through leaking manholes; they recommended contracting Tatum Construction to replace lids, rings and seals and to wrap failing structures. Officials said the work should be covered by grant funds and is not expected to require additional county general‑fund supplementation.
Other items the commissioners approved included a series of quarterly and departmental transfers for MOCA/SCAA and a transfer of public assistance funds into child-and-family services. A separate contract for marking and paving was presented, moved and approved before the board recessed.
The commissioners scheduled follow-up steps where required: staff will pursue closeout paperwork for completed ECGP projects, get price estimates from the recommended sewer contractor and finalize the Jackson Streetscape amendment paperwork for signature.
