The North Royalton City Council used suspension of rules to adopt a series of ordinances and resolutions on May 19, 2026, recording unanimous roll-call approvals on multiple items.
Among the measures adopted were Ordinance 26-86, which amended the General Fee Schedule in the Fire Services Code (adopted as an emergency that evening), and Ordinance 26-88, an amendment to the original appropriations ordinance for 2026 to transfer and add appropriations. The council also passed Ordinances 26-89 and 26-90 to reorganize administration language related to the Department of Public Safety and the Director of Public Service and Properties, Ordinance 26-91 to amend staffing and classification plans, and Ordinance 26-92 to update non-union compensation schedules. Each of these was moved, the rules were suspended, and each was adopted by roll call with six yeas and no nays.
Council amended Ordinance 26-96 to change vendor fee categories for Home Days—specifically amending food vendors, goods vendors for profit, and adding an exhibitors category—then adopted the ordinance as amended. The Council also adopted Ordinance 26-95 to authorize receipt of donations for city-sponsored events including Home Days.
On the revenue side, Council adopted Resolution 26-97 and Resolution 26-98, each described in the meeting as a ‘‘resolution of necessity’’ to levy a renewal (with increase) tax in excess of the ten-mill limitation and declared each an emergency; both passed by unanimous roll call. The council also adopted Resolution 26-99 authorizing the submission of an application for the 2026 Community Planning Services Program in an amount not to exceed $80,000 to update the city's 2015 Alternative Transportation Study and requesting Cuyahoga County Planning Commission participation. The motion to submit and accept the grant (if awarded) passed unanimously.
Council recessed into a previously announced executive session and later reconvened and adjourned at 9:54 p.m.
