North Royalton Council confirms interim law director and public service director

On May 19, 2026 the North Royalton City Council voted to confirm two mayoral appointments proposed by Mayor Paul F. Marnecheck. The council adopted Ordinance 26-93 confirming Todd Schrader as interim Director of Law/prosecutor and Ordinance 26-94 confirming Kevin Nekl as Director of Public Service and Properties; both motions to suspend rules and adopt passed by roll call with six yeas and no nays.
Mayor Marnecheck described his working history with Schrader and said he considers Schrader a person of integrity. The mayor said Nekl is a 30-plus-year veteran of the Service Department; if confirmed, Nekl will be provided leadership training and professional development in budgeting, with other department heads assisting the transition. The mayor said subsequent appointments will follow to backfill the positions that Schrader and Nekl vacate.
Assistant Law Director Todd Schrader spoke briefly during the meeting. Council did not record any formal objections to the confirmations. Both ordinances were adopted as emergency measures the same evening.
