A Richland County Public Works representative, Mr. Green, provided the Blythewood Town Council with a Jan. 27 update on multiple Penny Tax road projects affecting the town.
On the Blythewood Road Project, Green said crews have installed drainage structures, replaced curb and gutter, built a shared-use path and relocated utilities. "Asphalt paving is currently in progress," he said, but he cautioned the project faces "delays of 25-30% due to earlier utility issues and cold weather conditions," and that traffic will be shifted to the south side once paving is complete to allow work on the north side.
Green reported Creech and McNulty roads are at roughly 60% design. Right-of-way acquisition is ongoing: 4 of 20 parcels are secured for Creech Road and 6 of 12 parcels are secured for McNulty Road. He also said Kelly Mill Road is at the 60% design stage and awaits submission to the South Carolina Department of Transportation for approval before right-of-way acquisition and construction can proceed.
County crews used trucks for road clearance during adverse weather, Green said, and county staff are actively working to keep projects on schedule despite the setbacks. Council members did not take any formal votes tied to these updates during the meeting.
