Council moves to stop future transfers to Packlet Threads and asks administrators to seek dissolution and transfer of funds

The Central Pacolet Town Council on April 6 addressed lingering audit questions and public concerns about Packlet Threads, a local 501(c)(3) that has handled sponsorships and vendor fees for town events. Council members said the arrangement blurred transparency because some payments and expenses were tracked outside the town’s accounting system.

Administrator Patrick proposed that vendors and sponsorships either be routed directly to the town’s events account or that Packlet Threads transfer existing funds to a town‑managed account if the nonprofit dissolves. The administrator said he is no longer interested in serving on the Threads board and recommended that any residual funds be transferred to the town and that, going forward, no town funds be moved to the nonprofit.

Council passed a motion to stop future transfers from the town to Packlet Threads and asked the administrator to contact the Threads board and request dissolution; if the board dissolves, prevailing nonprofit rules require funds to be transferred to another 501(c)(3) or permitted to revert to a municipality under the nonprofit’s bylaws. The council also discussed creating an audited 'Packlet Events' account within the town’s normal accounting structure so all event transactions would appear in annual audits.
