Board recommends stronger buffers for heavy industrial sites, backs L5 standard

Zoning staff raised a concern that the code currently requires only an L2 (low screen) along the frontage of some heavy industrial properties and recommended upgrading to L5 for heavy industrial borders that adjoin non-industrial properties. Staff used the nearby quarry/Vulcan example and said current practice often installs larger berms and heavier planting than the code requires.
A board member moved and the group unanimously recommended that council consider changing the chart so that heavy industrial properties bordering other property types require an L5 buffer (6-foot berm, trees, year-round opacity). Staff said they will draft the recommendation for council first reading and noted the ordinance change would still require a public hearing at council.
The board recorded the motion and asked staff to proceed with ordinance language for council consideration at the upcoming meeting Thursday.
