Howell Board of Zoning Appeals appoints Jeff Schuett and Brian Doefer; Schuett confirmed 5-2

The City of Howell Board of Zoning Appeals appointed Jeff Schuett and Brian Doefer during a brief meeting on April 9, 2025, at the Howell City Council Chamber. Chairperson Adam Smiddy called the meeting to order at 7:10 p.m.; the session adjourned at 7:19 p.m.

The board considered three applications to fill two Board of Zoning Appeals member positions and two alternate positions with terms expiring April 30, 2025, per Resolution 2024-14. Member Alexander Clos noted that the BZA bylaws require at least one, but not more than one, BZA member to be a member of the Planning Commission. The packet identified James Davis and Jeff Schuett as current Planning Commission members; neither withdrew their application. Member Kathleen Kline-Hudson said a more seasoned Planning Commission member should be nominated. No members of the public addressed the board.

Member Alexander Clos moved to appoint Jeff Schuett as a permanent member of the BZA; Member Kenneth Keith supported the motion. On a roll-call vote the motion carried 5-2: Adam Smiddy, Victoria Hertrich, Kenneth Keith, Alexander Clos and Sandra Mitchell voted in favor; Kevin Shopshire and Kathleen Kline-Hudson voted no.

Clos then moved to appoint Brian Doefer as a permanent member; Keith supported the motion and it carried unanimously (7-0). The board previously approved the Feb. 5, 2025 minutes at the same meeting. Administrator Kristi Troy asked members to confirm their availability for upcoming scheduled meetings before the board adjourned.

According to the meeting packet, the applications recommended by the BZA are to be sent to Mayor Ellis for final approval before being forwarded to City Council for formal appointments. The meeting recorded no public hearings or public comments and contained no other substantive agenda items.
