Howell Planning Commission forwards three commissioner reappointments to mayor

The Howell Planning Commission on April 9, 2025, voted 5-0 to recommend that Mayor Robert Ellis approve the reappointment applications of commissioners James Davis, Jon Hougaboom and Jeffrey Schuett for terms that expire April 30, 2025.
The recommendation follows Resolution 2024-14, which sets the commission terms. The commission first approved the minutes from its Jan. 15, 2025 meeting by a 5-0 vote (motion by Mayor Robert Ellis, support by Commissioner Jon Hougaboom). For the reappointments, Commissioner Jon Hougaboom moved to forward all three applications to Mayor Robert Ellis for final review; Mayor Ellis supported the motion and it carried unanimously.
Planning & Zoning Administrator Kristi Troy told the commission that although activity has been slow earlier in the year, staff are now receiving more inquiries and several applications are expected soon. Chairperson Kathleen Kline-Hudson asked about the status of the city’s Fire and Ice Depot project. City Manager Suida said the project is making progress and that a groundbreaking will be held in April; the event will include a ribbon-cutting at the bathrooms/concession/beach area of Scofield Park.
Commissioner Jon Hougaboom asked whether Howell Public Schools must seek Planning Commission approval for school projects. Administrator Troy replied that schools are exempt from local planning review and instead go through the State of Michigan for planning and permitting, and added that Howell Public Schools has kept city staff, the city planners and the Department of Public Works informed of their plans and progress.
Mayor Ellis moved, and Commissioner James Davis supported, a motion to excuse members Lobur and Vukonich; that motion passed 5-0. Commissioner Jon Hougaboom moved to adjourn the meeting, Mayor Ellis supported the motion, and the commission adjourned at 7:04 p.m.
The mayor will review the files and, if he approves the applications, send them to the City Council for formal appointment at a future meeting.
