Cheraw council postpones historic-district hearing, approves outside water tap and pickleball contract

The Cheraw Town Council on April 14 voted to postpone a public hearing on a proposed historic-district zoning ordinance, approved a request for a water tap outside town limits at 4 Stokes Road and authorized a contract with Carolina Pickle Ball LLC to operate programming at Caston Park.

Mayor David C. Bird opened the meeting and the council first approved routine business, including minutes from March 10 and the March financial report. Council then voted to postpone the public hearing on the historic-district zoning ordinance and directed staff to make revised historic guidelines available at town hall and online for public review before rescheduling.

Town Manager Brian (first reference: Brian, Town Manager) told the council the town received a request for a new water tap outside town limits and said the utilities director had reviewed capacity. "Capacity is available for this location," Brian said. The council approved the tap request by voice vote.

On a separate motion the council approved entering into a contract with Carolina Pickle Ball LLC, represented in the meeting by Gabe Watson, to manage leagues and tournaments at Caston Park. Brian said the town issued an RFP on Jan. 15 and sent a notice of intent to award on Feb. 4; he asked the council to authorize awarding the contract to Watson. Watson described the role as "facilitating later leagues and tournament[s]," and the council approved the contract by voice vote.

Mayor Bird then moved the meeting into an executive session to discuss personnel matters; the council voted in favor and recessed to executive session.

The council took no roll-call votes with recorded tallies in the public portion of the meeting; each approval was completed by a voice vote without named vote records. The council did not set a new date for the postponed historic-district public hearing during the meeting.
