Harvey Cedars, N.J. — The Borough of Harvey Cedars on Aug. 5 adopted a $250,000 bond ordinance to fund drainage, stormwater and bulkhead improvements and authorized a Water Bank construction note to finance a water monitoring well project.
The board adopted Ordinance No. 2024-22 on second reading, appropriating $250,000 for improvements across the borough and authorizing the issuance of $237,500 in bonds or notes to finance the work. Commissioner Paul G. Rice moved the final adoption; Commissioner Joseph F. Gieger seconded and the roll call was unanimous in favor.
Why it matters: officials said the work targets recurring flooding and shoreline protection needs. During public discussion resident Barry Sziklay asked whether Suffolk Place — a street where flooding has been reported — was being addressed; Commissioner Gieger said the borough will add Suffolk Place to its stormwater list.
The board also adopted Resolution No. 2024-103 to issue a note through the New Jersey Infrastructure Bank’s Water Bank Construction Financing Program in an amount up to $2,875,000 to finance a water monitoring well project. The resolution authorizes the mayor and chief financial officer to execute documents required by the I‑Bank; the motion carried on roll call.
Commissioner Rice said the finance department is continuing to pursue funding for the well project.
The board approved Resolution No. 2024-106, Change Order #1, for the SFY 2022 Long Beach Boulevard Downtown Streetscape Project (Phase 1). The change order adds $78,457.16 to the contract, bringing the total to $739,770.36; the mayor was authorized to execute the change order.

Commissioner Rice said staff will continue work to secure grant and loan funding for the well project and follow up on public questions about which streets will be prioritized for stormwater work.
