Harvey Cedars approves MOU with Ocean County to use sheriff’s firearms training facility

The Borough of Harvey Cedars on July 15 adopted Resolution No. 2024‑100 establishing a Memorandum of Understanding with Ocean County to permit Harvey Cedars Police Department employees to use the Ocean County Sheriff’s Law Enforcement Training Facility for firearms training and qualification. Commissioner Paul G. Rice moved to adopt and Commissioner Joseph F. Gieger seconded; the minutes show the mayor and both commissioners voting "Aye."

The MOU, as read into the record, sets an effective term of June 1, 2024 through May 31, 2025, with automatic one‑year renewals unless terminated. It requires borough personnel to use the facility in accordance with the facility’s rules and regulations and to have training supervised by a fully licensed and certified borough firearms instructor.

As conditions for use, the borough must furnish a Certificate of Insurance naming Ocean County as an additional insured; the MOU specifies coverage amounts including general liability ($3,000,000/$5,000,000), auto liability ($1,000,000 combined single limit) and umbrella/excess ($5,000,000). The agreement requires indemnification of Ocean County for claims arising from the borough’s use of the facility and allows Ocean County to terminate the MOU on 30 days’ written notice for documented violations or other good cause.

The minutes record that the MOU and its Rules and Regulations are annexed as Exhibit A to the agreement and that ratification is subject to the Ocean County Board of Commissioners and the Borough of Harvey Cedars. The board did not record additional debate beyond the motion and votes.

The clerk will execute and forward the certified MOU as required; the board recorded the action in the minutes and adjourned at 4:42 p.m.
