Murfreesboro council debates whether to waive 350‑foot road requirement to keep major developer

City staff asked the Murfreesboro City Council on May 8 to weigh exceptions to subdivision rules and options for funding about 350 feet of roadway in the West Point subdivision to keep a large, recently purchased logistics site moving forward.
Staff described a long-running series of negotiations with developer Mickey Mitchell and a prospective tenant repeatedly identified in the discussion as "Sintas" (the transcript contains alternate spellings including "Sentos" and "Centos"). Staff said the city had previously pursued Tennessee Department of Transportation (TDOT) state industrial access funding when earlier projects were active, but the opportunity lapsed when private projects were delayed.
"Our estimate for roadway only is about $350,000," staff said, describing a three‑lane section priced at roughly $1,000 per linear foot. Staff also presented a possible roundabout at the Bey Road intersection, estimated at just over $500,000, and a table of projected future road impact fees of about $1.28 million if the network is completed.
Council members pressed two central questions: whether the developer should be required to build the frontage and whether the city should use impact fees or other public funds to construct the missing segment. One council member said the city normally would not shoulder roadway construction that enables subdivision lots to be platted, while another council member noted the long-term economic case: the development was scored by the Industrial Development Board as producing a greater than 3:1 return and an estimate of 168 jobs over five years.
Staff summarized the direction it sought: (1) indicate whether the council would be open to granting Sintas an exception to subdivision frontage requirements so the company could proceed using the existing ~200 feet of frontage; (2) defer additional lot approvals for Mickey Mitchell until a development agreement clarifies utility and roadway responsibilities; (3) allow staff to pursue a development agreement with Mickey Mitchell to spell out who pays for the remaining frontage; and (4) give staff authority to consider using impact fees, either in a city‑led project or in concert with a development agreement, with any use of taxpayer funds to return to council for approval. "Any agreement ... on spending impact fee money ... would have to come back to city council for us to agree to that," staff said.
Council members signaled informal support for pursuing a development agreement and for allowing staff to analyze alternatives (city‑led construction, developer-led construction, or special-assessment mechanisms) while preserving the council's right to approve the use of any impact‑fee or general funds. Several council members emphasized the need to get development obligations in writing going forward and to avoid setting an open precedent without clear, consistent terms.
