Council hears updates on Kipp, Cleveland and Woodland Park projects; DPW salt shed bid set

At the Oct. 8 meeting, the borough received a written engineer's report from Neglia Group covering several infrastructure projects and grant awards that will affect roadway and park improvements.
Neglia reported that Kipp Avenue improvements (milling, repaving, ADA curb-ramp work and drainage) are funded by a FY2023 NJDOT Municipal Aid grant ($248,240) and were scheduled to begin the week of Oct. 14, weather permitting. Cleveland Avenue construction is underway with concrete and drainage work in progress. Woodside Avenue Phase II, funded by a 2023 Bergen County CDBG award ($111,250), is complete pending punch-list items. Neglia also noted a successful DCA Local Recreation Improvement Grant award of $68,000 for Woodland Park drainage work and a $121,000 Bergen County Open Space Trust Fund match for Woodland Park basketball court reconstruction; the court work was scheduled to begin Oct. 28, pending weather.
Neglia advised that a 1,200-ton DPW salt-shed design is complete and the bid opening is scheduled for Oct. 22; the office said it will present a contract-award recommendation at the Oct. 22 Mayor and Council meeting. The engineer's report also described required MS4 GIS infrastructure mapping for NJDEP compliance (deadline Jan. 1, 2026) and ongoing coordination on ADA curb ramp projects with Bergen County.
Borough Administrator Rob Brady and council commissioners referenced these items in the work session, noting coordination with grant writers and the need to complete contract awards and project close-outs as listed in the engineer's report. No formal motions or votes on these projects were taken at the Oct. 8 meeting; Neglia indicated follow-up updates will be provided at future meetings.
