Hasbrouck Heights council approves routine consent agenda, appoints staff and introduces multiple ordinances

The Borough of Hasbrouck Heights Mayor and Council met on Aug. 20 and carried routine municipal business by unanimous vote, including personnel actions, contract authorizations listed on the consent agenda and the adoption of a stormwater ordinance.
Personnel and appointments: The council approved appointments for sanitation loaders and substitute crossing guards, authorized promotions and appointments for police dispatchers, and administered the oath to Police Dispatcher Gregory Schmidt. The council also accepted retirements and resignations for Ex-Chief Patrick Hayes and Joseph Taylor Jr. (Fire Department), Warren Fernandez-Williams (Fire Department), and SLEO III Mark Shaw (Police); members publicly thanked volunteers and departing staff.
Consent agenda and contracts: The consent agenda (Res. Nos. 145–156; 158–160; 163–164) included awards to Neglia Engineering for underground storage tank investigation, Miers Park and Cleveland Avenue design work; award recommendation to Green Valley Group, Inc. (Woodland Park basketball court improvements); authorization of payroll and raffle licenses; a final change order to Smith-Sondy Asphalt for 2020 road work; and a liquor license transfer to Relo Partners 2 LLC. The motions to adopt the consent agenda and the related resolutions were moved and seconded and carried unanimously.
Ordinances and hearings: On first reading the council introduced Bond Ordinance No. 2559 (Kipp Avenue improvements, appropriation cited at $897,000), Bond Ordinance No. 2560 (various improvements and equipment, appropriation cited at $2,066,000), and salary/compensation ordinances Nos. 2561–2564; all were scheduled for public hearing and final action at the Sept. 10, 2024 council meeting. Ordinance No. 2558 (amendment to Chapter 234, Stormwater Control) was opened for public comment (none) and adopted on second and final reading; the Borough Clerk was authorized to publish the ordinance in The Record.
Why it matters: The consent agenda consolidates procurement and administrative items that fund and permit engineering, road and park upgrades; the introduced bond ordinances would enable capital financing for specific street and equipment projects pending public hearing and final vote. Personnel actions update the borough’s operational staffing following recent retirements and academy graduates joining the police department.
