The Clerk's Office and the Supervisor of Elections delivered separate, substantive updates during the Citrus County budget workshop on July 16.
Tracy, the Clerk (speaker 7), asked the board to support a 4.5-mill allocation to fund constitutional duties and described last year's large nonrecurring ERP purchase that reduced this year's nonrecurring needs. She said the office is not seeking new positions and noted a potential payroll-clerk retirement that would be handled via succession planning; she requested a contingency (~$145,000) only if the board-side ERP go-live slips past Oct. 1.
Supervisor of Elections (speaker 9) said state law requires reimbursement for special elections but informed the board the state has "no money this year to reimburse" outstanding costs, leaving the county to absorb expenses until the state can pay (the supervisor estimated reimbursement of almost $500,000 when funds are available). The supervisor also asked the board to appoint a replacement to the canvassing board (Commissioner Holly Davis has recused herself for the canvass); she recommended prior judge Mark Yerman as an alternate and requested the item appear on the next agenda so legal advertising and paperwork can be updated before the canvass.
Why it matters: the Clerk's ERP choices and the timing of state election reimbursements affect both near-term nonrecurring spending and the county's cash flow. The board agreed the canvassing appointment should appear on the next agenda; staff said they can place it for the next meeting to meet legal-ad timelines.
What happens next: the Clerk will remain in contact with administration about the ERP go-live contingency funding and the supervisor will ask for a formal agenda item to fill the canvassing-board vacancy; staff will include both items in the July 22 materials if appropriate.
