EDA updates on regional SEDS participation and upcoming battery-storage meeting

Staff said the regional comprehensive economic development strategy (SEDS) must be current to access federal EDA funding; the planning district commission is leading a SEDS refresh expected to be adopted this year. The economic director said staff will share materials and a marketing plan for the newly named "Rockville Opportunity Corridor," tied to transportation improvements along Ashland Road.
Board members also raised a contentious upcoming community meeting about a proposed battery energy storage facility scheduled for Monday, March 24, at the Central High School complex. The chair and staff identified the applicant as West Point Energy (linked in discussion to Equinor in public materials) and encouraged members and residents to consult the project's website and FAQ materials prepared by the applicant. The chair noted there are both pro and anti websites and emphasized the need for public education: "There are some FAQs on there and information, about facts and, you know, claims and then information to kind of counteract some of the claims that that you might hear," the economic director said.
Members discussed the feasibility of board tours of energy facilities to educate the board and public; staff cautioned that secure facilities may limit tours and that any tour involving more than two EDA members would require noticing as a meeting. The board agreed staff should follow up on notices, tour logistics and public education materials.
No formal action was taken beyond directing staff to continue engagement and to provide information for upcoming meetings.
