Helmetta council adopts ordinance tightening snow removal, mailbox and tree rules

The Borough of Helmetta Council adopted Ordinance 2026-03 at its April 15 meeting, revising Chapter 50 of the borough code to tighten rules on snow and ice removal and to set standards for mailbox placement, fire‑hydrant access, basketball hoops and tree clearance.
Under the ordinance, the owner, tenant or person in charge of any property abutting a public sidewalk must remove snow and ice from the adjacent sidewalk within 24 hours after the snow or ice stops falling and must clear a continuous, reasonably wide path for pedestrians. The ordinance clarifies that property owners remain responsible for clearing sidewalks even when the sidewalks are in the public right‑of‑way; the Borough will continue to maintain sidewalks adjacent to Borough‑owned property.
The new mailbox provisions require mailboxes to be installed behind the curbline or otherwise positioned so they are not within the curb or gutter area; mailboxes placed in the curb area that interfere with snow removal may need to be relocated at the homeowner’s expense, and the Borough disclaims liability for damage to mailboxes installed in violation of the rule. Fire‑hydrant rules require property owners to keep a clear area around hydrants so outlets and connections remain visible and accessible; hydrants must be cleared within 24 hours after snowfall.
Recreational‑equipment language bars portable or fixed basketball hoops and similar items from the curbline, gutter area or traveled portion of streets; owners must remove such equipment when it interferes with plowing operations. Tree‑trimming rules require private owners to maintain a minimum vertical clearance of 14 feet above the roadway and eight feet above sidewalks and to trim or remove branches that obstruct municipal vehicles, including snowplows. If owners fail to comply after notice, the Borough may cause the work to be done and recover costs from the property owner.
The ordinance includes standard severability and repealer language and authorizes assessment of removal or repair costs against property when owners fail to comply. The motion to adopt was made by Councilman Reid and seconded by Council President Karczewski; the adoption passed on a 5‑0 roll call vote.
