Helmetta council opens public hearing on MS4 Phase 1 watershed inventory; no public comment

Mayor Slavicek opened a public hearing March 18 on Helmetta Borough’s draft Phase 1 Watershed Inventory Report (WIP), part of the municipal MS4 (Municipal Separate Storm Sewer System) reporting process required by the New Jersey Department of Environmental Protection.
The mayor read a statement noting that Helmetta filed an interim draft of the Phase 1 assessment before the Jan. 1, 2026 regulatory deadline and that the draft will be updated to include additional stormwater infrastructure data and review comments from NJDEP, borough staff and the public. Councilman Dzingleski moved to open the hearing and Councilman Reid seconded; the roll call vote was recorded 4–0.
The report is posted on the borough’s stormwater webpage; the minutes list consulting engineer Terence Vogt, P.E., C.M.E., as the borough’s stormwater consultant and a contact for questions. The hearing drew no public speakers and was closed by motion and unanimous roll call.
The minutes and an accompanying fact sheet note that Phase 2 (the Watershed Assessment Report) and Phase 3 (the Watershed Improvement Plan) will be required in 2027, with due dates of Jan. 1, 2027 and Dec. 31, 2027, respectively. The draft Phase 1 will be revised to reflect NJDEP and local comments before later filings and action.
