High Bridge council approves emergency temporary appropriations, event permits and golf agreements

The Borough of High Bridge Council voted March 27 at the Fire House to approve a package of resolutions and the bill list. On a motion by Councilwoman Mary Murdock, seconded by Councilwoman Ferry, the council approved Resolutions 098-2026 through 101-2026, which include emergency temporary appropriations, the Art Around High Bridge open-container area permit, a Touch‑a‑Truck borough event, and a certification of civil rights compliance. Council later approved Resolution 102-2026 (Golf Cart Lease Side Letter Agreement) and Resolution 103-2026 (Golf Rates) on a separate motion by Councilman Nowell and seconded by Councilwoman Ferry.
The council also approved the bill payment list totaling $378,518.68 on a motion by Councilman Nowell and second by Councilwoman Ferry. Roll-call votes on the approvals were recorded with Councilwoman Conroy absent; Councilwomen Ferry, Hamlin, Murdock, Nowell and Matos voted yes on the resolutions and the bill list (motions passed: 5 yes, 1 absent). Mayor Michele Lee was present for the meeting.
Councilwoman Hamlin described the intent behind Resolutions 102-2026 and 103-2026 as relating to the golf course operations; the minutes record council discussion of the measures but do not list further amendments or conditions. Public comment during the meeting included a question about Resolution 098-2026 and a pending golf course audit; Councilwoman Hamlin said the audit remains under review and staff will continue work on the item. Attorney Wendy Quiroga and Mayor Lee explained the temporary appropriations process during public comment.
No ordinances were introduced. The council moved to executive session later in the meeting; no additional public votes on the resolutions were recorded after the session. The council next meets April 9, 2026 at 7:30 p.m. at the Fire House.
