The Greenbrier Planning and Zoning Commission voted unanimously April 14 to approve a site plan for an office building and three special-use permits, while declining to act on a coffee-shop site plan because the property owners were not present.
P&Z Member Ed Moran moved to approve Site Plan 2542 for an office building at Hwy 41 S, submitted by TTL on behalf of Brandon Frank; P&Z Member Lisa Hudson seconded and the motion passed 7-0. In separate votes the commission approved special-use permits for TNT Fireworks at 2354 Highway 41, County Cupboard at 2862 Highway 41S and B&B Fireworks at 2225 Highway 41; each motion carried 7-0.
The commission also adopted the meeting agenda by a 7-0 roll vote at the outset and approved the minutes of the Dec. 9, 2025 meeting (6-0, with Alderman Chris Davis recorded as abstaining). No citizen comments were recorded.
Mayor Lanny Adcock reported the recent car show “went well with about 230 cars in attendance” and said the city is awaiting final communication from the railroad regarding the traffic light at Lights Chapel Road. Building and Codes Official Lauren Stribling said work has started at the Sycamore property.
No action was taken on the site plan for Southern Charm Coffee Company at 2481 Highway 41 because the owners did not attend the meeting; the minutes record that the item received no action. The meeting adjourned at 6:17 p.m.; the minutes are signed by Building and Codes Official Lauren Stribling.
Actions recorded in the minutes reflect formal approvals taken during the meeting; the file does not record individual roll-call votes by member name except for the minutes approval abstention.
