Planning commission approves two site plans and tables Southern Charm Coffee due to lack of representation

At its March 10, 2026, meeting, the Greenbrier Planning and Zoning Commission approved two site‑related items by unanimous 6‑0 votes and tabled a third for lack of representation.
P&Z member Ed Moran moved to approve a minor lot split at 6058 Greenbrier Cemetery Road (Parcel 115‑5.02), submitted by Todd Bollinger on behalf of Daniel Williams and Bob Murphy; P&Z member Diane Bass seconded and the motion passed 6‑0. The commission also approved the Beristain Retail site plan at 2642 Highway 41 S (Parcel 123‑D‑A‑2.00), submitted by Klober Engineering for Beristain Construction; P&Z member Lisa Hudson seconded Moran’s motion and it passed 6‑0.
A separate site plan for Southern Charm Coffee Company at 2481 Highway 41, submitted by owner Rachel Torres, was tabled "due to lack of representation" and will not be decided until the applicant or a representative appears. The minutes list no substantive discussion or technical presentations for the Southern Charm item.
During general communications, Mayor Lanny Adcock said a bid for sewer renovations will be released soon, work on Lights Chapel lighting is nearly finalized and the local moratorium has a target release date of 2028. Building and Codes Official Lauren Stribling reported Helen's Sweets and Treats has opened and grade work at Sycamore Farms is expected to begin soon.
