Board approves charter amendment, utility purchases and playground name in unanimous votes

The Board of Mayor & Aldermen voted unanimously May 4 to adopt a state-authorized amendment to the city charter and approved several purchases and adjustments affecting city operations and parks.
Alderman Chris Davis moved to approve Resolution 26-05, adopting State of Tennessee Private Chapter No. 36, Senate Bill No. 2700, as passed by the 114th General Assembly on April 13, 2026, to amend the city charter; Alderman Jeff DeLong seconded. The motion passed on a 7-0 roll vote.
The board also approved a contract with USG water for electronic meter readers after Alderman Chris Davis moved the item and Alderman Donald Toohey seconded. The contract passed on a 7-0 roll vote.
In separate votes the board approved a replacement crane truck for $75,000, with an insurance reimbursement listed at $76,166.67, and approved water and sewer billing adjustments for March 2026 totaling $7,239.70. Both items passed on 7-0 roll votes. Alderman Billy Ray Dorris moved the crane truck purchase and Alderman Donald Toohey seconded; Alderman Bill Deaver moved the billing adjustments and Alderman Alisha Allgood seconded.
On parks business, the board approved a motion by Alderman Alisha Allgood to name the new playground at Louise Martin Community Park "The Brier Patch." Alderman Bill Deaver seconded, and the motion passed 7-0. Parks & Recreation Director Rory Osborne told the board a ribbon-cutting for the playground is scheduled for Thursday, May 7 at 10 a.m., and said Brier Park Partners has received a grant to install a basketball court at Louise Martin Community Park with construction expected in October. Osborne also said the group has received quotes for a dock and that the soccer field needs new lighting because poles are deteriorated.
Fire Chief Kyle Hamill reported recent outreach work, including installing three residential smoke alarms and assisting schools with Red Cross America Day; Deputy Chief Curt Allen said a new officer is in training. Public Works Director Mark Plush reported that his team has begun mowing right-of-ways and that limb pickup should resume next week following replacement of a wrecked crane truck.
The meeting opened at 6:10 p.m. and adjourned at 6:32 p.m.
