The Greenbrier Planning and Zoning Commission on March 10, 2026, voted 0‑6 to deny a rezoning request for 13210 Betts Rd. (Parcel 132‑129.000) that would have changed the property from A to R8. P&Z member Ed Moran moved to approve the rezoning; P&Z member Lisa Hudson seconded and the motion failed unanimously.
The denial followed a series of public comments from nearby property owners who said the proposed rezoning threatened the area’s rural character and could strain local services. Sean Jones of 1830 Hygeia said he had "sent messages to the city with no acknowledgement," including an email to Toland that he asked be shared with the alderman, and asked for information on the site plan. Lisa Dalton of 2042 Bellwood Ct. said she feared losing the "country feel" of her four‑acre property if a large development were built next door. Mark Klobber of 1820 Hygeia said a large development would put "unnecessary strain on schools, roads, and sewer." Fred Jones of 3126 Betts Rd. raised safety concerns about children accessing his electric fence and pond that he uses for livestock.
Mary Klobber of 1820 Hygeia said a sign announcing the rezoning had been posted Feb. 26 while she was out of town and she only learned about the proposal when a neighbor sent a photo; Commissioner Jonathan Massaro responded that the posting protocol had been followed and that meeting minutes are posted on the city website. The record does not show additional formal presentations or technical studies being offered at the meeting; the application was considered a rezoning request rather than a finalized site plan.
The commission recorded no individual vote tallies by member in the minutes; the motion failed 0‑6. No alternative motions or continuances were recorded for this item. The commission adjourned at 6:38 p.m.
The denial means the parcel remains zoned A; any future application to change the parcel’s zoning would need to be submitted as a new request and placed on a future agenda.
