High Bridge Council adopts 2025 budget after debate over golf course funding

The Borough of High Bridge Council on May 22 adopted the 2025 municipal budget (Resolution 138-2025), following a motion to amend the budget (Resolution 157-2025) and unanimous roll call votes by the six council members present. The votes took place at the Fire House, 7 Maryland Ave., during the council’s regular meeting.

CFO Michael Pitts gave a brief synopsis of the proposed budget before the council opened the public hearing on Resolution 138-2025. Councilwoman Hamlin described challenges in forming the budget and said the borough’s golf course “was not bringing in enough revenue.” Mayor Michele Lee noted the golf course management contract is due to expire next year, prompting council discussion about options for the property. Councilman Nowell and Councilwoman Ferry urged continued review of revenue options and possible course improvements, while Attorney Wendy Quiroga reminded attendees about Open Public Meetings Act conduct during deliberations.

Several residents raised related points during the public comment period. Gordon Marx, identified in the transcript as chair of the Golf Committee, outlined course expenses and the need for new players; Maurice Koffman, a Golf Committee member, urged continued dialogue and supported passage of the budget while calling for further review. Christopher Graham and others spoke both for and against particular investments, with some attendees saying the course still generates returns and others urging a re-evaluation of land use. Council members did not adopt a specific new management plan at the meeting; the discussion focused on reviewing options and communicating next steps.

After closing the public hearing, Councilman Nowell moved to adopt Resolution 157-2025 amending the budget; Councilman Doyle seconded the motion. The roll call vote recorded yes votes from Conroy, Doyle, Ferry, Hamlin, Matos and Nowell and the motion passed. Councilman Nowell then moved to adopt the amended budget under Resolution 138-2025; Councilwoman Ferry seconded and the roll call vote again recorded six yes votes, approving the budget.

The council did not take additional formal action on the golf course contracts at the meeting; members indicated the contract expiration next year will be considered in future discussions. The council scheduled no follow-up vote on a management change during the session.

The council adjourned the meeting after conducting other routine business; the next meeting is set for June 12, 2025, at 7:30 p.m. at the Fire House.
