Washington Township Council adopts two ordinances and approves multi-item consent agenda

Council President Bon Peter Del Borrello III opened the public hearings on Ordinance 0023-2025, authorizing a five-year tax exemption and abatement agreement with Castigilione Properties, LLC, and Ordinance 0024-2025, amending Chapter 229 of the township code titled “Taxes.” No members of the public spoke during either hearing. Del Borrello called for adoption; Councilman Brown moved to adopt 0023-2025 and Brown moved to adopt 0024-2025; both motions were seconded by Councilman Harris. Councilmembers Harris, Pasqualone, Brown and Del Borrello voted yes; Councilmember Yerkes was absent. Both ordinances were adopted.
The council also approved a consent agenda (resolutions R292-2025 through R309-2025) after Township Clerk Juistine Christine Ciallella read the titles aloud. The consent agenda included: authorization to advertise for 2026 professional services; a renewal of a massage parlor license; small state grant appropriations (distracted driving, aggressive driving, DUI saturation and a $100 Operation Helping Hands grant); tax overpayment refunds; liens for maintenance work; as‑needed snow‑plowing contract awards for the 2025–2026 season; two emergency appropriations under N.J.S.A. 40A:4-48; an award for the Washington Lake Park inclusive playground through the ESCNJ cooperative; a change order for Ardmore Avenue pavement repair; release of certain maintenance and stabilization bonds; and amusement park/game licenses for Bowlero Turnersville and Monster Mini Golf. Council voted to approve the entire set with the same 4–0 tally (Yerkes absent).
No amendments were recorded in the transcript, and no public speakers provided testimony on the ordinances or the consent items during the hearings. The council’s next regular meeting is scheduled for Dec. 17, 2025.
