Councilor Kimberly Farr introduced a proposed ordinance to grant nonexclusive franchise rights to Brightspeed of Alabama, described in the minutes as the company formerly known as CenturyTel of Alabama. Farr moved and Councilor Ben Horton seconded a motion for unanimous consent to suspend council rules and consider the ordinance immediately; on the roll-call vote Councilor Jim Miller voted no, defeating the unanimous-consent motion supported by the other three council members.
