Madison County adopts draft road inventory map and approves preservation agreement, permits and personnel actions

MADISON COUNTY, Mont. — The Madison County Commissioners voted June 23 to adopt Resolution 23-2026, designating the county's draft road inventory map as the "best available data." Planning Director Cody Marxer read the resolution into the record and the board approved it unanimously.
The board also approved a preservation agreement with the Montana State Historic Preservation Office for rehabilitation of the Virginia City Schoolhouse. Grants Manager Shawna Lutgen presented the agreement and commissioners voted to authorize Madison County to sign the preservation document.
On permitting, the board approved a joint application permit for the Big Hole Restoration Project, conditioned on applicant compliance with FEMA regulations, required permits and applicable law. Lutgen told the board the applicant must meet all permit requirements; the motion passed 3-0.
County Emergency Services staff presented an obligating document for an award; the minutes record the figure as "$15.575" but do not clarify currency or the full amount. Commissioners approved the obligating document as presented.
Personnel and procurement actions included authorization to hire a recommended candidate for the county Safety Coordinator position and unanimous approval of two capital improvement plans (EKS and RVF). The board also agreed to advertise a Great West variance request for a utility crossing under Golf Course Drive and set a public hearing for July 14, 2026, following County Attorney Colton Lauer's note that the crossing must be advertised for two weeks under county road policy.
On the Library Parking Lot project, Great West Engineering said low-bidder qualification statements were still pending; the board continued that item until qualifications arrive. The board likewise continued the LATCF reallocation discussion to a future meeting while commissioners decide district allocations of $20,000 each.
A routine letter informing the Madison County Sheriff's Office Deputy Association that its collective bargaining agreement had expired on June 30, 2025 was approved. The board also continued consideration of whether county road equipment can be used at the county fair and set the matter for further discussion on June 30, 2026; county counsel advised Montana law limits use of county road equipment to county roads.
All motions recorded in the minutes carried on unanimous votes by Commissioners Duke W. Gilman, William A. Todd and Ron E. Nye. The meeting adjourned at 11:26 a.m.; the next regular meeting is scheduled for June 30, 2026, at 10:00 a.m. in Virginia City.
